CAS Student Leaders Sharpen Governance Skills in LEAP-Aligned Parliamentary Workshop

Echoing the Student Affairs Office’s vision to produce globally competitive leaders, the College of Arts and Sciences (CAS) Student Council successfully hosted a seminar-workshop on Parliamentary Rules and Procedures on March 15, 2025.

The event served as a practical application of the Leading with Ethics, Accountability and Purpose (LEAP) Launchpad program. By bolstering the organizational management skills of student officers, the workshop aimed to cultivate leaders capable of navigating complex socio-technical challenges and acting as instruments of social transformation.

The session brought together leaders from various academic student organizations, including LinguaScient, the Historical Society, BioSoc, and Psyche Nexus Society. Their participation emphasized a unified commitment to the effective, ethical governance promoted by the LEAP framework.

Guided by esteemed resource speaker Mr. Val D. Papelera, LPT, the seminar expertly navigated the intricacies of parliamentary procedures. Transcending mere technicalities, Mr. Papelera championed parliamentary procedure as the backbone of student democracy—a crucial tool for ensuring fair representation and decision-making through transparent, consensus-driven methods.

Linking these procedures to the broader context of Philippine politics, Mr. Papelera extended his insights to cover the ethical responsibilities of leadership. This resonated deeply with the LEAP Launchpad’s objective of instilling accountability and purpose in future leaders.

The CAS Student Council expressed gratitude for the training, confident that this alignment with the LEAP Launchpad will contribute significantly to the efficiency of their respective councils, reinforcing the college’s ongoing commitment to developing effective, ethical, and globally competitive student leaders.
